Initial Narrative     V2 WAS EAST ON I-30, COMING TO A STOP. V1 FAILED TO STOP IN TIME, AND STRUCK THE REAR OF V2. V3 VEERED TO AVOID THE ACCIDENT, WENT OFF THE ROAD AND STRUCK A FENCE.
