Initial Narrative     V1 RAN OFF THE ROAD IN A CONSTRUCTION ZONE IN WHICH THE SHOULDER HAD BEEN REMOVED. AS THE VAN TRAVELED NORTH IT STRUCK THE SHOULDER CAUSING THE VAN TO ERUPT IN FLAMES. THE SUBJECT DRIVING WAS BURNED BEYOND RECOGNITION. INVESTIGATION PENDING. UNKNOWN IF THE SEAT BELT WAS USED.
