Initial Narrative     THE VICTIM WAS CROSSING THE INTERSTATE ON FOOT WHEN HE RAN INTO THE PATH OF V-1. THE V-1 DRIVER, KEVIN ROWE, DOB-07/23/1977 ALSO OF LITTLE ROCK, WAS UNABLE TO STOP IN TIME AND STRUCK THE VICTIM. THE VICTIM WAS PRONOUNCED DOA AT THE SCENE OF THE ACCIDENT. THE DRIVER OF THE VEHICLE WAS NOT INJURED.
