STATE POLICE DIRECTOR PHILLIPS ANNOUNCES PROMOTIONS THROUGHOUT THE DEPARTMENT

September 16, 2010 (LITTLE ROCK) – The Arkansas State Police Commission today approved the recommendations from Colonel Winford E. Phillips, Director of the Arkansas State Police for personnel promotions and transfers among the ranks of Arkansas State Troopers. Lieutenant Stan Witt, 53, of Ward, a 25 year veteran was promoted to the rank of captain. Captain Witt has been assigned to the Director’s Office staff administering the department fleet operations and now transfers to serve as an assistant commander within the State Police Administrative Services Division. Lieutenant Jim Howington, 55, of Bryant, a 24 year veteran of the department was approved for a lateral transfer as an assistant Troop Commander from Highway Patrol Troop A, Little Rock to Highway Patrol Troop B, Newport. Sergeant Steven Bryan Davis, 45, of Alma, a 20 year veteran of the department and most recently assigned to Highway Patrol Troop H, Fort Smith was promoted to the rank of lieutenant and will assume new duties as assistant troop commander at Troop H. Sergeant Wesley Smithee, 39, of Paragould, a 15 year veteran of the department and most recently assigned to Highway Patrol Troop C, Jonesboro, was promoted to the rank of lieutenant and will assume new duties as assistant troop commander within Highway Patrol Troop I, Harrison. Sergeant Jeff Drew, 40, of North Little Rock, a 14 year veteran of the department and most recently assigned to a post supervisor position at Highway Patrol Troop A, Little Rock was promoted to the rank of lieutenant and will assume new duties as assistant troop commander within Highway Patrol Troop L, Springdale. Sergeant Brady Gore, 37, of Stamps, a 14 year veteran of the department and most recently assigned to a post supervisor position at Highway Patrol Troop G, Hope was promoted to the rank of lieutenant and will assume new duties as assistant troop commander at Troop G. Special Agent (Sergeant) Brant Tosh, 36, of Jonesboro, a 13 year veteran of the department assigned to the Criminal Investigation Division Company F, Jonesboro was promoted to rank of lieutenant to service as Company F commander. Special Agent (Corporal) Kenneth Whitmore, 48, of Pine Bluff, a 22 year veteran of the department assigned to the Criminal Investigation Division Company B, Pine Bluff was promoted to the rank of sergeant assigned to Company B. Special Agent (Corporal) Richard Gentry, 42, of DeQueen, a 15 year veteran of the department assigned to the Criminal Investigation Division Company C, Hope was promoted to the rank of sergeant assigned to Company C. Corporal Tony Austin, 42, of Trumann, a 14 year veteran of the department assigned to Highway Patrol Troop C, Jonesboro was promoted to the rank of sergeant assigned to Highway Patrol, Troop I. Special Agent (Corporal) Stacie Rhoads, 41, of Atkins, a 12 year veteran of the department assigned to the Criminal Investigation Division Company E, Harrison was promoted to sergeant in Company E. Corporal Jeff Sheeler, 42, of Little Rock, an 11 year veteran of the department assigned to Highway Patrol Troop A, Little Rock was promoted to the rank of sergeant in Troop A. Corporal Darran Austin, 33, of Jonesboro, a six year veteran of the department assigned to Highway Patrol Troop C, Jonesboro was promoted to the rank of sergeant and reassigned to Highway Patrol Troop J, Clarksville.
