Initial Narrative     V-1 WAS NORTHBOUND ON SH131 AT A HIGH RATE OF SPEED LOST CONTROL, TRAVELED ONTO GRAVEL SHOULDER CAME BACK ACROSS HWY INTO SOUTHBOUND LANE AND INTO NORTHBOUND LANE ONTO SHOULDER. VEHICLE OVERTURNED SEVERAL TIMES AND LANDED IN A DITCH FILLED WITH WATER.
