Initial Narrative     V1 WAS WESTBOUND ON HIGHWAY 191 JUST EAST OF HIGHWAY 77. BOTH PEDESTRIANS WERE WALKING WEST ON THE NORTH SIDE OF HIGHWAY 191. V1 CROSSED THE FOG LINE AND STRUCK BOTH PEDESTRIANS. DRIVER OF V1 WAS NOT INJURED.
